Campus Total Defence is a strategic collaboration between Swedish higher education institutions, aimed at strengthening Sweden’s total defence through education and research. By bringing together academia, public authorities, industry, and civil society into a national network, a robust platform is created for education, research, and collaboration in the area of total defence.

A central goal of the initiative is to gather a national educational offering that is easily accessible and includes all relevant preparedness sectors, from basic to advanced levels. Through collaboration between academia, the private sector, and government agencies, Campus Total Defence seeks to provide the total defence system with the knowledge and expertise required to meet both today’s and tomorrow’s security challenges.

Objectives

  • To engage and inspire Sweden’s higher education institutions—through node-based collaboration—to jointly provide knowledge and competence of relevance for the total defence.
  • To establish a joint platform for higher education institutions, enabling them to develop meaningful collaboration with public agencies, businesses, and civil society.
  • To initiate and stimulate existing initiatives at higher education institutions and make efficient use of resources by avoiding duplication of effort.
  • To highlight the role of universities and colleges in building resilience and endurance in times of crisis and war, both nationally and internationally.
  • To integrate sustainability as a natural and essential element of all Campus Total Defence activities.

Working Methods

  • Create a platform for collaboration between academia, public authorities, the business sector, and civil society in the field of crisis preparedness and total defence.
  • Collect and make visible the full spectrum of education within the total defence domain through a shared and easily accessible educational platform.
  • Identify strategically important areas of knowledge relevant to total defence and support the development of research in these fields through networks of university nodes, in close cooperation with total defence stakeholders.

Background

The background to Campus Total Defence lies in the changed security policy situation in Europe, which has created an urgent need to strengthen Sweden’s defence capability.

Through this initiative, the nation’s higher education institutions can rapidly and effectively contribute to the rebuilding of total defence by offering relevant education, developing new research, and fostering conditions for innovation in collaboration with end-users.

Campus Total Defence is a cooperative effort in which universities across the country will collaborate on particularly important knowledge areas, such as artificial intelligence, crisis communication, and resilient energy systems.
